Take Me Out...

Apparently, the city has a little extra in their account, so how do they spend that extra bit of money? Hire more officers, summer school programs, or maybe litter patrol?

Nope.

Get some people to attach some baseball stickers to the downtown Target. I'm no economics expert, but pay for these guys (there were 4 of them, for whatever reason), the cherry picker, the cost of the numerous stickers and whatever they had to pay Target to be allowed to attach these eye sores to the building (or whoever owns the building).

Priorities. They got'em.
